“For more than 60 years, the Upper Lock of St. Anthony Falls has stood as a massive concrete structure, limiting access to the Mississippi River and, for the Dakota people, who know the river as Owámniyomni, signifying a devastating loss of connection to a culturally significant site. But after nearly 10 years of planning, Dakota-led nonprofit Owámniyomni Okhódayapi released design plans to restore a 5.2-acre site on the central riverfront, honoring the river, land, and Dakota people once more.”
